Sir — In the extract from Professor Newmans Political Economy (the clearest work ever peuuetl on this intricate subject) in the article ou Local Selfgovernraent, the evil practice of the introduction of private bills io Parliament was commented on as a waste of that time which should be devoted to higher and truly im penal purposes. The following ia extracted from a recent English paper: — 'Of tbe 228 private bills originally deposited for the present session only 12S came before Parliament.' Yours, &c, Citizen.
