Wellington, September 2. The Financial Statement was made on Tuesday evenicg last. The Revenue for 1 869 was estimated at £1,000,500; Expenditure estimated about the same. A proposition was made to dissolve the present partnership accounts between the General Government and the Provinces ; to consider all services and revenue to be general. Specific appropriations to be made for Gaols and Police in aid of Provinces, in the form of a capitation allowance of 7s. per head. That, in order to simplify the relations between the General and Provincial charges on the General revenue be abolished, and that the General Assembly provide for interest and sinking fund on Colonial and Provincial loans out of consolidated fund, and also for the maintenance of the Harbor Departments. That, to equalise and effect the above changes as regards the provinces, the sum of £90,000, the proceeds [of sinking-fund realised by the operation of the ' Consolidated Loan Act,' be paid to Nelson, and £15,000 to Wellington. That £12,000 be deducted annually from the Territory Revenue of Southland, in aid of the consolidated loan. That annual appropriations, proportionate to the population, be made to the provinces for the maintenance of the gaols and police. The above arrangements to commence on the Ist January, 1869. It is considered that, at present, no reduction can be made in taxation.
