Wellington, July 24. 12.30 p.m. The second reading of the Roads Districts Bill (enabling the Boards in the several districts to exercise judicial powers, to enforce their bye- laws and levy rates, &c.,) was adjourned until Wednesday on the motion of Mr Fox. The Government have declared in favor of the policy of supporting the outlying districts in their efforts for self-government. The case will "be tried on the Road Boards Bill, by consent of both parties, and if the Government be beaten, Mr Stafford will appeal at once to the country.
