PARLIAMENT OF NEW ZEALAND.
• Parliament was prorogued by his Excellency Governor Sir George Grey on the 10th of October, 1867, and after having been three times further prorogued, met ou Thursday, the 9fch. inst, for the despatch of business. On the assembling of the Legislative Council, the Hon. Major Richardson read the Commission appointing him Speaker, and the Governor then opened the Session with a speech, which has already appeared iv these columns. In reply to a question from Col. Kenny, Dr Pollen stated that he represented the Government in that Chamber for the transaction of business. Dr Pollen moved, and Captain Baillie seconded the appointment of a select committee to prepare the address to his Excellency's speech. On Friday, lOth inst, the Hon. Major Richmond, C.B. was chosen Chairman of Committees. Various committees were appointed for the session, and an address of sympathy to her Majesty on the late attempt upon the life of H.R.H. the Duke of Edinburgh having been -agreed to, Dr Pollen introduced a bill for removing doubts respecting the application of New Zealand of the laws and statutes to England relating to usury, and to limit and define the rate of interest which may be recovered in cases where it shall not have been pxeviously agreed upon between the parties, which was read a first time, the second reading being fixed for the 14th inst. Dr Pollen also obtained leave to introduce a bill to regulate the trade or business of pawnbrokers, which was read a first time, the second reading being fixed for the Mth instant. The report of the select committee appointed to prepare the address in reply to his Excellency's speech, having been brought up and read, Mr Seymour gave notice^ that he would move its adoption on the 14th instant.
