The apprehensions entertained of another Fenian rising were subsiding. President Johnson declares that the rumored dissensions in the Cabinet at Washington were unfounded. Senator Stephens was preparing articles of impeachment against the President. The continued agitation in Italy causes much financial uneasiness at Paris. Cardinal Antonelli had addressed a note to the Great Powers with reference to the proceedings of the revolutionists. Garibaldi's son was still commanding the insurgents, who had defeated the Papal troops with great loss. Rumors of the Pope's intended flight from Rome were current. On the 15th of October the Emperor Napoleon had summoned a cabinet council to consider the Italian question, and immediate intervention was decided upon. The Moniteur declares that Italy has violated the laws of nations, has disregarded the obligations of the most solemn treaties, and fostered republicanism. Great financial depression prevails through fear of the armed intervention of France and the reoccupation of Rome by the French troops. English advices consider war imminent, especially as France was laying up large quantities of flour. No news of the English Mail.
