FRANCE.
The Emperor and Empress have retired from the Capital to the South of France for repose. The Legislative Body, on the 25th July, after successive adoption of the Budget for all the Ministerial Departments, passed extraordinary Budget, by 219 to 15 votes. The man who attempted to assassinate the Emperor Alexander has been found guilty, and sentenced to transportation for life. Paris Bourse Market is unsettled, tendency generally beiug adverse.

The Emperor has been visited by the Marquis of Bath, who stated that the •jAueen wished to confirm the alliance wh'ich'tfa.d. so long subsisted between England and' Austria. The Emperor replied that no wish was nel*sa^to his heart than to see friendly alliance continued.

AMERICA.

Congress has passed bill over President's veto, j Surat's trial has almost closed. It is generally believed that his fate is sealed, j Congress has appropriated a million of
dollars for extinction of provisions of Reconstruction Act. The Presideut stated that the Re-coustruction Act will necessitate appropriation of fourteen millions of dollars, and by abrogating civil Government in the respective States affected will release national Government from responsibility for debts legally incurred before rebellion, amounting to a hundred million dollars, which would impair the national credit.
MEXICO.
Republic policy, since the triumph of the Liberals, has been blood, executions, imprisonments, aud extortions. To mark the new era, 1800 strangers were shot, uo trial beiug allowed, and uo time for religious services grauted. All consulates and legations have been broken into and searched. Determination is expressed to j expel all foreigners. Emperor Maximilian's body was embalmed, and taken to Vera Cruz.
