Government Notices. NELSON SCAB ACT BY-LAWS. Superintendent's Office, Nelson, July 29, 1867. THE SUPERINTENDENT directs it to be notified, that the following BY-LAWS and REGULATIONS, made in accordance with the provisions of the 29th Section of the Nelson Scab Act, 1865, shall come into operation on and after the First day of September next, and the By-laws and Regulations now in force, published under the authority of the said Act, shall, on and after the said First day of September next, be null and void, and cease to have any force or effect. Each Inspector shall keep up such a systematic inspection of the flocks in his district as to render it impossible for the disease to exist any length of time in any flock without his detecting it. 2. Each Inspector shall keep copies of the Nelson Scab Act, and of all Regulations in force, which he shall produce at any time when required so to do by the owner of the sheep he may be inspecting. 3. Licenses issued in accordance with Section 9 of the Nelson Scab Act, shall be in the form set iorth in Schedule D hereunto annexed; and in the event of anyjsuch license becoming void, the Inspector shall give notice to the holder thereof in the form set forth in Schedule E. 4. All fees received by Inspectors must be paid to the Provincial Treasurer, at the termination of every quarter. 5. Quarterly returns, in the form set forth in Schedule C hereunto annexed, must be regularly forwarded to the Superintendent's office, by each Inspector. 6. Sheep may be introduced into the Province of Nelson from Marlborough, subject to the provisions of the Nelson Scab Act, 1565, and these regulations being strictly complied with, and not otherwise. 7. The Inspector residing in the Province of Marlborough shall attend to inspect sheep in that province, when called upon so to do, according to priority of application, excepting where a considerable saving of mileage can be effected, when the Inspector may, at his discretion, depart from the rule. 8. The Inspector shall be entitled to a mileage fee of one shilling per mile one way for the distance travelled for the purpose of inspecting sheep in the Province of Marlborough, or in any district where the 9th and 10th sections of the Nelson Scab Act are not in operation: Provided always that, if whilst so travelling the Inspector can attend to more than one application, a proportionate mileage only shall be charged to each flockowner. 9. Previous to granting any certificate for the introduction of sheep into the Province of Nelson other than the district of Amuri, the Inspector shall see that such sheep be thoroughly dipped and branded with the Inspector's brand, and the Inspector's fees and mileage paid : Provided that such sheep shall leave the run for Nelson within forty-eight hours after such dipping, or the Inspector may cancel such certificate; and any person receiving notice in writing that any certificate granted to him for the introduction of any sheep is cancelled, such sheep shall not be introduced into the Province of Nelson until another certificate shall have been granted. 10. When all the above conditions have been complied with, a certificate in the form of Schedule F may be issued for the introduction of such sheep into the Province of Nelson as far as the Government Dip at Foxhill, Waimea South, where they must be thoroughly dipped to the satisfaction of the Inspector for that district (to whom the certificate F must be given), before they can be allowed to proceed to any district where the 9th and 10th Sections of the Nelson Scab Act are in operation. 11. Before any sheep shall be admitted into the district of Amuri, the owner thereof shall make a declaration in the form of Schedule B. The sheep shall then be inspected by the Amuri Inspector, and if passed by him as clean, they shall be dipped to the satisfaction of the Inspector, in a proper preparation for the cure of scab. The Inspector shall then grant a certificate in the form of Schedule A. The dip shall be a decoction of tobacco and sulphur, viz.: — 25lbs. of the best tobacco, lOlbs. of sulphur, To every 100 gallons of water. Clause 10 of these Regulations shall not apply to sheep entering the Province by sea.
