First-class passengers are allowed 336 lbs. or 20 cubic feet for luggage ; second-class, 168 lbs. or 15 cubic feet, which must be delivered at the Company's office 24 liours before the departure of the steamer, when it will be labelled, manifested, weighed, and measured. All excess to be paid for as measurement goods, without primage. Passengers for England are reminded that the Homeward Steamer does not call at St. Thomas', but at the very healthy Island of Peter (one of the Virgin Islands), considerably to the northward •of St. Thomas. The aforesaid Act requires that " every householder in each educational district shall pay, annually,' twenty shillings, and a further sum of five shillings for every child of such householder between the ages of five and fourteen years: Provided always, that no person shall be liable to pay for more than four children, nor for any child residing more tban three miles from any school established under this Act; nor for any child attending aii3 r school not established under this Act, in respect of whom such persons shall produce to the Collector a certificate signed by tlie teacher of such school, showing that such child has attended during the three months previous to the levying of the rate."
