March 11. The leaders of the great English parliamentary parties had held outside meetings, tbe Liberals assembling at Mr. Gladstone's London house, and the Ministerialists at Lord Derby's official residence, Downing-street. At the last namod meeting the Premier declared that this was the last time he should attempt to deal with the question of Reform, and that if he failed uow, he should bid farewell to official life. General Burke, one of the Fenian leaders in the South of Ireland, has been captured at Tipperary. An attempt has been made to assasinate King Victor Emmanuel near Milan, which failed. A royal proclamation has announced the termination of martial law in Spain. The official dispatches relative to the foreign policy of France have been published. The Emperor Maximilian has taken the field in person at the head of 6000 men. The Imperial General Mejia lua had defeated the Liberal General Carrava, killing or capturing all his troops, numbering 2000. French transports were still arriving at Vera Cruz, to take away the French troops. Alvarez was on the march to join Diaz near the city of Mexico, with 4000 troops. The Imperial General Tavora had been completely defeated near the capital by General Velez. A band of Fenians, reported to have taken possession of the barracks at Kiltool, County Kildare, has been dispersed by the military. The insurgents made an attack on the barracks at Mount Mellick, at the foot of the Slieve Bloom Mountain and were repulsed, two of the attacking party being shot. The rebels are said to have assembled to the number of 3,000 at Abbeyleak, Queen's County. Troops have been sent out to disperse them.

A municipal election which was to have been held at New Orleans, has been postponed by order of Gen. Sheridan. Matters in the Southern States look very gloomy. Another riot is looked for in New Orleans, on account of the action of General Sheridan. News from Mexico, by way of New Orleans, is to the effect that Mexico City was besieged by a large force under Portirio and Diaz, estimated at 15,000. Mail and telegraphic communication is virtually cut off. Maximilian was still in the field with 4000 troops. President Juarez had notified to the Foreign Governments to change their representatives at the Court of Mexico. Geueral Ortega is now a prisoner of Juarez, and will be condemned to be shot as a deserter, and then probably pardoned.
