STOCKHOLM, Sun, (1 p.m.).—Four hundred Baltic refugees have sailed from Gothenburg for Canada in a former British landing craft built to carry 50 people. The refugees, including 50 children, decided to sail without a permit after waiting several months in vain for a certificate of seaworthiness from the authorities who refused it because there were too many passengers. A coastguard cutter was stent to intercept the craft but the refugees ignored orders to return.
