. LISBON, Sun. (11 a.m.)—Spain offered cooperation in the Atlantic, Mediterranean and Iberian Peninsula to all nations of goodwill and respectful of her sovereignty, General Franco declared today in an interview with the Lisbon newspaper Diario de Noticias. “Spain is an Atlantic nation,” he said. “We cannot alter the laws of geography. “Limitations to the understanding of nations will never start from our side, but we cannot fail to put as the first condition of collaboration the right to govern ourselves as we wish.”
