LONDON, Wed. (1 p.m.)—The House of Lords tonight gave an unopposed second reading to the Iron and Steel Hill.

Lord Salisbury/-said, the Opposition “Would insist in. committee on an amendment to defer operation of the bill until October. 1950—after the general election. The Reader of the Liberal Party (Lord Samuel) said the Liberals ■would support the Opposition. During the debate,. Lord Bruce said that before any industry was nationalised tests should be made to decide whether nationalisation was desirable und necessary. Lord Bruce proposed that these tests might be: (1) Would the industry be better run? (2) Can it find the necessary finance tinder private enterprise? (3) Is it. exploiting the people?
