Civil Rule For Guam W. Samoa

WASHINGTON, Wed (1 p.m.)—President Truman today called for the transfer from naval to civil administration of Guam within a year, and of American Samoa and Pacitic trust territories within the next two or three years.

In a letter to the Secretary of the Interior (Mr John Krug), the President approved organic legislation for Guam and American Samoa, prepared by that department and soon to be submitted to Congress. After'setting timi limits for the restoration to civil administration, Mr Truman said: “It is the announced aim of this Government to accord civil government and a full measure of civil rights to the inhabitants of ’its Pacific territories.

“The accomplishment, o this objective will be furthered by the transfer of these territories to civi.’ administration and enactment of organic legislation at the earliest practicable date ”
