SYDNEY, Wed. (1 p.m.)—The revelation that municipal councils have no control over what kind of swimsuits people wear on beaches was made by the Mayor of Waverley (Alderman T. Hogan).

“The Local Government Act gives councils power to control swimmers only in the water,” he said. “The act lays down minimum swimsuit requirements, but says nothing about beachwear. “Nothing in the act deals with a bather once he or she has left the water.

“The act has placed the council and inspectors in an invidious position. “Inspectors have ordered from Bondi and other beaches women wearing the French type and similar brief costumes, but it was really all bluff. “The inspector’s only course is to summons as a private citizen, and to declare in court that the bather’s costume was offensive to him.”
