The Moscow talks have reached the brink of failure, says Reuters diplomatic correspondent. If any results are to be achieved the time is getting short. Preparations for setting up a Wesl German Parliamentary assembly by September 1 have been progressing quickly. Anglo-American plans to beat the Berlin blockade are going forward, but tension in Berlin is increasing. Tension between Russia and the United States reached a new climax because of the dispute over the Soviet schoolteachers in America. The September meeting of the United Nations Assembly will be a critical affair. Pointing out that the expected Kremlin meeting did not take place today Reuters Moscow correspondent says it has become evident that the Western envoys have not yet agreed on their answer to M. Molotov’s latest proposals. It would be premature to talk of a split between Britain and America on one hand and France on the other but if M. Molotov had indicated that future control of the Ruhr should be on tiro agenda of the Council of Foreign Ministers, this could have caused disagreement. Reuters Paris correspondent quotes a French Foreign Ministry official as saying that there were no grounds for supposing that there was any split between France on the one side and Britain and the United States in the Moscow talks.
The date of the next Kremlin meeting has not been set, and it is certain that diplomatic 'exchanges will continue.
