Restrictions Retard N.Z., Visitor Says

WELLINGTON, Fri. iP.A.) New Zealand is a country with great potentialities, but its progress is being considerably retarded by a superfluity of restrictions and lack of foresight on the part of the Government. This is the view of Mr A. R. Wilkins, managing director of a large wholesale provisioning firm in Bristol, who left for Sydney today after spending 10 weeks touring Ihe Dominion. Mr Wilkins criticised the New Zealand Government on Ihe ground that it was allowing many migrants to come to the Dominion with little idea of conditions on 10c land and of the very great difficulty confronting those who wished to purchase farms.

He agreed that ex-servicemen should be given high priority in this direction" but contended that many migrants had been given no idea of the position. He intended to let prospective settlers know of the true conditions in New Zealand when he returned to (England.
