Seamen Refuse To Sign On

LONDON. Fri. (10 a.m.) —A number of the crew of the troopship Empress of Scotland refused to sign on for the ship’s sailing on October 27, thus indicating that Liverpool seamen will carry out their threat to strike tomorrow.

A National Union of Seamen official said the minority who failed to sign on could easily he replaced and that the vessel would definitelv sail on October 27.
