Whangarei Cricket Assn. Revises Rules
The rules of the \Vnangarei Cricket Association lined have been completely revised.
This work has been done by a comr mittee of four appointed at the last* annual meeting. It comprised Messrs J. F. Wilson, L. P, Dumbleton, H. J. W. Hewin and G. H. Hook, who have been closely associated on this task throughout the winter and presented the fruits of their toil to a special meeting of the association, held recently. The new rules were considered and approved, and the committee responsible for their revision was heartily thanked by the association. First change was in the name. The words “and district” have been deleted, as it was considered that the word Whangarei has always been accepted as embracing a wider area than the actual borough. The question of control from a management committee point of view was closely studied. REPRESENTATION Amendments make provision for all teams other than senior to have representation on the committee. Each grade will have an advisory committee, which, in turn, will have a representative on the management committee to look after the affairs of the grade concerned. Changes have been madp in the setting out of the agenda for annual meetings to facilitate the handling of business. Any player and enthusiast may now take part in discussions, although delegates only have voting power.
The'powers of the management committee have been clearly defined. Ail applications for affiliation to the association are now considered by the management committee, instead of by the annual meeting. Its financial powers have also been expanded and the committee is entitled to create by-laws to facilitate internal administration.
Days and hours of play are to be considered at each annual meeting. Previously, the rules were hard and fast on this point and the association had no power to amend its hours to fit in with changes -brought about by such things as the five-day 40-hour week. POINTS ELASTICITY The association is also to award championship points as it thinks lit. I This allows elasticity, and is considcred better than being tied to Auckland conditions, where circumstances are different to those in Whangarei. Transfers from one club to another will be granted during the season if both clubs concerned are agreeable. Between seasons, changes may be made at will. Provisions have also been made for boys finally leaving school to join the club of their choice with no restriction. Players normally domiciled in Whangarei, but out of the district at university or college may. during vacation in Whangarei, play for any club. ELEMENT OF WEATHER In the event of uncertain weather, a sub-committee to be appointed each year, will adjudicate on the matter of no play. It will have the power to cancel or postpone. In the event of the game starting and the weather causing a stoppage of play, the team captains or, if they cannot agree, they and an independent umpire will decide whether *or not there will be further play. Attire for players is to be controlled. | This is aimed chiefly to prevent the wearing of dark clothing with the alibi that more suitable is not available. Provision has been made for award of representative caps and blazers. The association will probably provide a pocket emblem. Life members arc also to receive recognition in similar form. The duties of executive officers have been clearly defined. This should assist new office-bearers. It is intended that the new rules should operate for the coming season but some elasticity will be necessary at the annual meeting in a fortnight s time.
