lIS. Aim To Speed Korean Independence

(11 a.m.) WASHINGTON, Aug. 29. The United States has sent a new Note to Moscow calling for a fourpower conference of the United States, Britain, Russia and China to speed Korean independence. The Note said the present deadlock on the joint Russian-American commission to arrange for a provisional Korean Government could not continue.

"The United States Government cannot, in good conscience, be a party to any such delay in the fulfilment of its commitments for Korean independence,” the Note said.

“The United S.tates proposes that the four powers adhering to the Moscow Agreement meet to consider how that agreement may be speedily carried out.”

The Note said the contention that Russia had the right to exclude some Korean political parties from participating in decisions on Korea’s future was "contrary to the democratic principle of freedom of opinion.” The Note pointed out that the United States had been devoting its utmost efforts for almost two years to implement the Moscow Agreement on Korea and said the present stalemate made it abundantly clear that bilateral negotiations on the subject of consultation with Korean political parties and organisations would only serve to delay implementation and defeat the announced purpose of bringing about early independence for Korea. Copies of the American Note were sent to the British and Chinese foreign ministers with an invitation to attend a four-power conference on Korea with Russia and the United States at Washington on September 8.
