'Samoan Request Compliment To NZ'
(2 p.rn.) LAKE SUPERIOR, Mar. 28. When the Trusteeship Council debated procedure today Sir Carl Berendsen said it would be improper for any examination to be made of the substance of the petitions to the council unless a special representative of the administering power concerned, was present.
The most important petition before the council was from Western Samoans seeking self-government and the New Zealand Government considered it a compliment that these people who had been under New Zealand’s tutelage considered themselves fit for self-government. His Government earnestly desired that the fullest possible consideration be given to all petitions, but it would be contrary to all the laws of logic to examine the petition in the absence of a competent representative of the administering power. The council finally agreed to postpone examination of the substance of petitions until the rules of procedure wert* determined.
