Joint Local Body Loans
(P.A.) ROTORUA. This Da/. Mr I. J. Goldstine (One Tree Hiilt proposed at the Municipal Conference yesterday that the Minister of Fnance bo-requested to amend Part 2 of the Local Bodies Loans Act with a view to simplifying the procedure for raising joint special loans by two or more local authorities. He said he did so in the knowledge that a number of local authorities had joined together in a transit housing sHieme. Eight and a half months had elapsed before the money was oolained. They commenced work on December 8, 1946, and on July ffl authorisation was gazetted by Order-in-Council. by which time the first batch of tenants were already in possession. It was on November 20, when 67 families were in residence, that the money had been received. SUBDIVISION ROADS "That Section 125 of the Public Works Act, 1928, be amended to authorise a municipality to insist upon permanent sealing of roads and foot- 1 paths of a subdivision as part of the construction of streets of such subdi- j vision,” was a remit moved by Mr P. j A. Kusabs (Rotorua >. He said the remit was the result of a test case in Rotorua which the council had lost. They felt that they should have ihe right to ask for a reasonable standard of reading. It was noted in the agenda that a remit on similar lines was passed in 1937 and had been approved for legislation when the Public Works Aqt was under review.
ENGINEERS "That the conference make representations to the Government to provide engineering assistance for smaller local bodies through the Works Department, or if this was not available, that the, districts combine to provide an engineering service,” was a motion tabled by Mr C. D. McConnell (Mataura). The chairman (Mr J. W. Andrews) said that local bodies and the Works Department were equally short of staff. The motion was lost by 60 votes to
