(Rec. 10 a.m.) BERLIN, Jan. 23. Stating that it was estimated that the Soviet Union still holds 3.000.000 German war prisoners, a high Military Government official in Berlin said the Americans will ask the Russians, at the meeting of the Foreign Ministers’ Council in Moscow in March, to speed their return.

The United Slates has already asked France, who holds 020,000 Germans to try and repatriate them by October 1. America holds only 59.000 Germans in Europe, who are expected to be released by July 1. Britain, according to American figures. still holds about 400,000 and is returning them at the rate of 1500 a month, “which is as many as traffic facilities allow.” FRANCE KEEPING 620,000 P.O.W.

France, by implication, has rejected a 'United States request that 620,000 German prisoners of war be returned without delay.

France counter-proposed that a third party be_ asked to prepare a longrange repatriation plan. France has explained that manpower shortages preclude an early return of German prisoners.
