The Persian Government reported to the Security Council that it had not yet been able to re-establish its authority in Azerbaijan. The Government had arranged to station troops in all provinces in Persia during the general elections beginning tomorrow, but Azerbaijan authorities had objected. The Soviet Ambassador at Teheran, on instructions from Moscow. had “given a friendly admonition" that the entry of Government troops into Azerbaijan "might result in disturbances in the province and on the RussoFersian border; therefore, the Government's plans should be abandoned."
The Persian Government, however, intended to send troops to Azerbaijan to ensure impartial elections. In reporting to the Security Council. the Persian Government was acting in accordance with the Council's decision to be regularly informed on conditions.
The Persian Government did not seek action at present. The original Persian complaint about Russian interference to Persia’s internal affairs is still on the Security Council's agenda.
