Yugoslav Concessions
(Rec. 1.30.) NEW YORK, Nov. 0. Yugoslavia offered two minor concessions in its dispute with Italy and the Big Four over Trieste, but reiterated the proposed French boundary line between Italy and Yugoslavia was not acceptable and denounced the Western democracies for allegedly attempting to establish a regime with dictatorial powers in Trieste.
The concessions, which were submitted to the Big Four Foreign Ministers’ Council by the Yugoslav Foreign Minister (M. Stanojc Simic). were: (1) To increase the international territory' of Trieste by 44 square kilometres. or approximately one-third more than the previous Yugoslav proposal. (2) To renounce the request that the Trieste Governor be a Yugoslav and to agree to have him appointed by the United Nations Security Council instead of by r the Trieste Popular Assembly'.
Yugoslavia also withdrew her request to'maintain a garrison in the international territory when it is established. ITALY.PROTESTS ALSO
Italy also denounced the compromise French line. • Ambassador Alberto Tarchiano told the. 'Foreign Ministers: "It is a cruel mutilation of the Italian people's patrimony.” The proposal to put Trieste territory under the United Nations’ Security Council was not acceptable to Italy, because "of its human injustice, its practical inefficiency. its denial of democratic principles and its failure to carry out hopes held forth to all nations by the Atlantic Charter." After the two countries had presented their statements, the council adjourned.
