Speaking at the City Livery Club luncheon, Admiral Lord Cuningham said: “When Japan’s sea communications were cut she was brought to the verge of surrender.
“This would very soon have been achieved whether the atom bomb had been used or not.
“Such is -our case today. “Should we lose ,tear*i.rol of our sea communications, no enemy would need to use atom bombs against us. “Much as we hope for peace, I don't think the time is ripe to economise in our defence services.
“We must be prepared to maintain greater naval manpower than before the war ”
