PARIS. March 30. The cornerstone of French policy was averting the division of the world into two blocs, said the Prime Minister <M. Gouin) in a speech. France wanted to sign a pact with Britain on the same level of confidence and solidarity as the Franco-Russian accord of 1944. "If a three-Power pact could come from these bilaterial pacts, we would have a chance to hail the reappearance of tripartism on an international scale." he said. France in the economic, as well as the diplomatic, field must try to facilitate by all means an entente among the three Powers whose union achieved victory. M. Gouin said France must pursue a policy of conciliation and fight against world defeatism which regarded conflicts among the Big Three Powers as inevitable.
