General Eisenhower expressed disappointment that the necessity for obtaining unanimity on the Four-Power Allied Control Council was causing delays in disposing or important problems in Germany. “For the sake ol ! obtaining agreement and turthering the aim of the Joint Government, the United States -policv has been to conform, wherever possible, to the decision on which the other three have agreed." he said. “I hope this policy of giving way when in the minority wilt be followed by the others.”
