Social security is now an integral part of our national life, but constant thought must be given to the basis on which the scheme rests. There can be no “security” without widespread prosperity, for the money distributed as pensions must first be earned. If New Zealand is to maintain its standard of living, and to meet its gov- ■ ernmental expenditures, there must be opportunity for all. Opportunity for all kinds o£ business activity and all kinds of jobs, opportunity for all men to make progress, and to use their talents in the most effective way.
