NEW YORK, Aug. 22 The Washington correspondent of the “New York Times” says it is learned that Dr. Soong’s agreement with Moscow provides that Manchuria and Inner Mongolia will eventually come under Chinese sovereignty, though the Russians will acquire 50 per cent of control of the Chinese Eastern and South Manchuria railways. Fort Arthur. in Kwantung Peninsula, will become a Russian naval and military base, while half the docks and commercial facilities in Dairen, north-east of Port Arthur, probably will be reserved for Russilan use. _ t Authoritative circles stated that joint political action by the United States. Britain and Russia to halt the incipient civil war in China, and joint British, Russian, Chinese and American occupation of Korea are impending, says the “New York Times” correspondent in Washington. Japanese groups in Manchuria are harassing Soviet communications and terrorising Chinese villages. They are a counterpart of the Nazi Werewolves and are called Steppewoives by the Russians. Specially formed, highly mobile Soviet forces are hunting down these terrorists, who are sometimes disguised as Chinese civilians or have put on Russian uniforms.
