Just That Germany, Japan, Should Make Reparation For Crimes

(Rec. 11.30 a.m.) LONDON Dec. 1. Neither the Germans nor the Japanese as a whole can be acquitted of all responsibility for the crimes committed in their name, states a special resolution being submitted by the National Executive of the Labour Party to the party’s annual conference from December 11 to 15. The resolution adds: “It is only just that Germany and Japan should make reparation and restitution to the victims of their aggression as part of a controlled and ordered system for the repair of war damage as soon as possible.” The resolution suggests that no enduring peace is possible unless there is continuing co-operation between the British Commonwealth, Russia and America. It welcomes the large measure of agreement reached at Dumbarton Oaks and approves the establishment of a security council. The resolution considers that the International Labour Office must be further developed and strengthened. There must also be a,permanent international body to ensure abundant food supplies and better nutrition for all peoples. New international institutions are required to regulate mon'etary trading •relationships between the nations and to organise world transport, including civil aviation..

One amendment to the resolution protests against ail economic measures whose effect is indiscriminately to pauperise the people of Germany. Another amendment asks the conference to dissociate itself from the Allied leaders’ unconditional surrender demand.

A special resolution by the National Executive says it will be necessary for a Labour Government to contro' the Bank of England and lending policy of joint stock banks, • also to establish a national investment board. Agreements must be made with the Dominions, Russia, America and other friendly nations, for the purpose of stabilising exchanges, regulating foreign lending, expanding international trade, and assisting agriculture and industrial development among the economically backward peoples.
