LONDON, Sept. 29

Goebbels, in an article in “Das Reich,” says: “Our chances of success have receded considerably, and a development of historic importance is speeding towards its climax. The strain is extremely severe. Everything is at stake in this war. We dare not have illusions on the decisions which are going to be made.”
