NEW YORK, January 10. The real bottleneck in munitions production is not labour and materials, but lack of fighting spirit, said Tojo. who. according to Tokio official radio, declared that a speedy increase in aircraft production was vital in order to meet the “extremely fierce” war situation. The radio added that in an effort to inei’ease output, all aeroplane production had been placed under unified control. The Donxei Agency said that the change had been ordered by the Munitions Ministry and LieutenantGeneral Saburo Endo, Chief of the Aviation Ordnance Bureau, had been placed in charge of the programme.
