LONDON, September 23.
Japan’s general position is grave, according to a warning given by Tojo, who said: “British and Americans are attempting, regardless of their own high losses, to force the Japanese empire to its knees by fresh offensives Heavy battles are progressing and others are expected. All classes of Japanese people must realise the seriousness of the position both at home and abroad and the difficulties of their tasks. The nation’s whole strength must be concentrated on production of armaments, especially aircraft Mobilisation of the nation’s manpower must be completed employment of women extended and taxation increased. Japan, with Manchukuo must be made independent of imported food supplies. Pians must also be worked out immediately for strengthening the defence of the Japanese motherland. All administrative measures not essential for production for war at this decisive stage musS.be. eliminated, the Saturday, half-holiday is abolished, and Government offices must work on Sundays, and weekdays and all day and all night. Air defences, particularly in industrial zones, must be expanded and preparations made for transferring Government buildings and industries and the shifting of sections -of the population from Tokio to elsewhere in the interests of national defence.”
