International Trusteeship Of Conquered Countries
NEW YORK, August 20. Some form of international trusteeship over former enemy territories in Africa is envisaged by Henry Villard, State Department 'official, in a speech at Chatauqua Institute. Whatever the dispositions of coming peace it is extremely unlikely that former enemy territories in, Africa will come into the outright possession of any one Power, said Mr. Villard. Expressing what he called the standpoint of the American Government, Mr. Villard declared that, notwithstanding Axis-inspired rumours, his Government has no designs on die colonial possessions of other nations and does not desire to carve out for its exclusive benefit any portion of Africa. The Associated Press points out that Mr. Villard’s statement follows assertions of British officials that not all Libya would be restored to Italy after the war.
