(Rec. 1 p.m.) LONDON, Nov. 20 It is officially announced from Vichy that General Weygand has retired and that the Delegate-Generalship of North Africa has been abolished.

General Jilin has been appointed Commander-in-Chief in North Africa and General Barrau Commander-in-Chief in West Africa.

A Permanent Secretariat-General for French Africa replaces the GovernorGeneralship. Vice-Admiral Fenard has been appointed Permanent Secretary-General of French Africa. M. Ch'atel has been appointed Governor-General of Algeria.

General Weygand is going to the Riviera for a brief holiday. The United States Ambassador in Vichy called on Marshal Potain last night.
