Neutrality Act Amendments Now Law

WASHINGTON, November 13. The amendments to the Neutrality Act became law yesterday with the signing of the Bill by President Roosevelt. The arming of United States merchant vessels is expected to begin immediately. All preparations have already been made. President Roosevelt has asked Congress for an additional appropriation of 6,687,000,000 dollars for the army, more than half being ear-marked for ordnance, and also has requested 308,000,000 dollars for the navy. This latter sum includes 120,000,000 dollars for defence installations on merchant 1 ships.
