Appeal Boards And Financial Penalties

Provision is made by amendments to the National Service Emergency Regulations for appeal boards to deal with all other grounds of appeal relating to an appellant in priority to the ground of conscientious objection. To facilitate the work of special tribunals in imposing financial conditions or directing' alternative work in respect of appellants whose appeals have been allowed on the grounds of conscience, or who, having been directed to perform non-combatant duties, are not for the time being required by the army, it is provided that any amount ordered to be paid to the Social Security Fund shall be a deductable item in respect of the Land and Income Tax Act. This, it will be realised, in no way relieves the appellant, but facilitates the making of directions by the tribunal. A further amendment provides that no rank in any other armed force entitles the holder of it as a matter of course to the same or corresponding rank in either the Expeditionary Force or Territorial Force.
