(Rec. 12.30 p.m.) LONDON, Sept. 15 The Ministry for Shipping is introducing an elaborate series of life-sav-ing measures for shipwrecked merchant seamen. One of the most important developments has been the scientific provisioning of rafts and lifeboats. Instead of peacetime emergency biscuits and water sufficient for a week or a fortnight, they are now provisioned with a month’s supply of highly nutritive foods, including concentrated meat, chocolate and milk tablets.

In addition, two improved life-saving garments, containing waterproofed torches and designed to combat cold, are allotted to every seaman.'Boats and rafts aboard tankers are fireproof. They are also equipped with asbestos suits and blankets.
