LONDON, Sept. 4. The Bulgarian Government is reported to have informed Germany that it will not declare war on Russia and send troops to assist ’the Germans. Bulgaria’s traditional friendship with Russia made this impossible, but in other respects Bulgaria was willing to have Germany as an ally.
