'HITLER TODAY ISSUED A PROCLAMATION ANNOUNCING- THAT GERMANY HAD ATTACKED RUSSIA, WITH THE SUPPORT OF The FINNS IN THE NORTH AND THE RUMANIANS IN THE SOUTH. A Rome broadcast this afternoon states tha t Italy has declared war on Russia and that hostilities will begin at 3.30 this afternoon. The Moscow radio says Germans this morning bombed Kiev, Sebastopol on the Black Sea, and Kaunas, the capital of Lithuania. - Two hundred persons were killed. The Bessarabian port of Bolgrad has been bombed by German planes, states the Rome radio. Three Russian machines are reported to have been shot down near the frontier. The Rome radio broadcast a report from Bucharest that Rumanian troops crossed the Pruth River into Russia at 3 a.m. The Rumanian Prime Minister (General Antonescu) has resumed supreme command of the Rumanian army. Goebbels read Hitler’s proclamation at 5.45 a.m., bitterly condemning the Russian occupation of the Baltic States (Latvia, Estonia and Lithuania) as directed against Germany, and accusing Russia and Britain of working for the same ends. Hitler said: “Russia organised the putsch in Yugoslavia. This was not done from platonic motives, but still I was silent. “Moscow demanded the mobilisation of the Serbs. “I have therefore today decided to put the fate and future of the German Reich and people into the hands of our soldiers. May God help us in this battle.” Goebells announced: “One hundred and sixty Russian divisions threaten our frontier. Russia wanted to occupy Bulgaria, the Dardanelles and the Bosporus. Russia has betrayed the GermanRussian Pact. At this moment the greatest march in history is taking place. German troops with Finnish divisions and the conquerors of Norway, under the officer commanding in Nor* way, are maching together from East Prussia to the Carpathians. “Along the Danube delta and the shores of the Black Sea German and Rumanian soldiers are united. Reports received in diplomatic quartei’s in London yesterday from Rumania stated that the German General List has established his headquarters 15 miles from Bucharest, and large numbers of troops and other material continued to arrive in Rumania. The news of General List disposes of the recent report that he had committed suicide. A number of towns on the RussoRumanian frontier have been evacuated, and Rumania has called up fresh "classes of soldiers. The wireless all day broadcast stirring military tunes. The staff of the Rumanian army is reported to have joined General List's staff near Bucharest. Quantities of bridging materials have been assembled in the regions of Galatz and Braila. Finnish Labour Abstains A conference of Finnish labour organisations in Helsinki passed a resolution demanding that Finland should be kept apart from all entanglements and preserve neutrality. The Prime Minister assured a, delegation that their views would be given serious consideration. Large scale military manoeuvres continued in Finland last week and on Friday immediate general mobilisation Was ordered. The Finnish radio announced that the Government had decreed temporary State control of all publications, the radio, the posts, telephone and telegraph for the censorship. of reports on political conditions abroad, Finland’s relations with' other states, or questions of national defence. Polar, Black Sea Mined The Berlin radio defines areas of the Polar Sea and the Black Sea as dangerous to shipping, and announces that the Baltic has been mined except for a three-mile zone along tire Swedish coast. German ships have been ordered to return to Sweden if they are unable to go to Germany or Denmark.
