Soviet Speeding Freely On Defence
Defence estimates 24 per cent higher than last year were included in the budget submitted to the Soviet Supreme Council by the Finance Commissar (M. Zverev). They total 70,900,000,000, about a third of the budget, says a Moscow message. Huge Appropriations
Defence appropriations are 75 per cent, higher than in 1939, the year of the Soviet-Finnish war. The budget provides revenue of 216,200,000,000 roubles and expenditure of 215,400,000,0,00 roubles, compared with 178,100,000,000 and 173,300,000,000 last year. The last quotation received of rouble exchange was when the war broke out in September, 1939. It was then at the rate of approximately 18 to the New Zealand £l.
