Duce Now Has To Ask, Not Ordain

British Press comments on General Franco’s visit to Italy are naturally confined to speculation, but the general view is that the Italian circumstances compel Mussolini to ask rather than ordain, and that Spain’s position is stronger than when she resisted Axis pressure in the past. Commentators who detect a connection between the visit and the Italian defeats in North Africa, remark that General Franco’s relations with Britain are excellent and see evidence of that in the recent financial and material help given Spain by Britain.
There seems little doubt that on his return journey General Franco will meet Marshal Petain, who, as former French Ambassador to Madrid, is an old friend.
Mussolini Meets Franco,
Mussolini is believed to have met General Franco and Senor Suner somewhere in Italy this morning, states a message from Berne, Switzerland. From Vichy it is stated that Admiral Darlan, Foreign Minister and VicePremier, is on the way to parlicipate in talks with General Franco and Senor Suner.
Marshal Petain arrived at Cagnes-sur-Mer, near Nice, at 8.45 a.m.
