No Strikes Or Lockouts In Event Of Trade Dispute
LONDON, June 5. ' The Minister for Labour and National Service (Mr. Ernest Bevin) in announcing the regulations for the engagement of workers said that, on behalf of the Government, he would give an absolute assurance that the regulations would be withdrawn as soon as victory was assured. The regulations prohibit employers from engaging men, except through an employment exchange or an approved trade union, and prevent the engagement in any other capacity of men normally employed in coalmining, agriculture, forestry and horticulture. ' With the object of preventing trade disputes which might develop into strikes and lockouts, the consultative committee of the British Employers’ Confederation and the Trade Union Congress has submitted a number of recommendations to Mr. Bevin and simultaneously has publicly announced that, in “this period of national emergency, it is imperative that there should be no stoppage of work as a result of trade disputes.” The recommendations urge the continuance of existing machinery to deal with wages and conditions, but, if disputes cannot be settled in this way, they shall be referred to arbitration, the decision in this respect to be binding on all parties, without strikes or lockouts. Cases in which there is no provision for arbitration shall be submitted to the Minister, who will fix a time limit and refer them to a national arbitration tribunal.
