Suggested Surrender On Saturday, But Ministers Walked Out

(Received 1 p.m.) PARIS, May 28. The Belgian Foreign Minister (Dr. Spaak) has revealed that King Leopold propounded a plan for capitulation during a stormy meeting with four Belgian Ministers of Cabinet at the King's Chateau at 5 a,m. on Saturday last. The Ministers walked out after proclaiming their intention to continue the war. King Leopold declared that he intended to remain at his chateau, which is 12 miles from Bruges.
