Rumania.— -A message from Bucharest says the Prime Minister, M. Tatarescu, in announcing a new censorship decree, said: “Rumania’s foreign policy has been the subject of .a hidden campaign aimed at embarrassing the Government, and sabotaging unity in Rumania. Those saboteurs will be firmly suppressed.”
