WASHINGTON, January 23.

“The United States is discovering that neutrality and isolation do not protect her economy from the inevitable dislocation of war,” says the “New York Times” in an editorial. “We cannot expect Britain to make immense war purchases in the United States and simultane-

ously demand that she keep her peacetime imports unimpaired.

“Britain is at war, and under the pressure of military and diplomatic necessity she is adopting trade practices at variance with her peacetime conceptions of free trade. “Under the circumstances, the United States’ protest (on trade questions) stands on shaky ground.”

Roosevelt’s Plan.

A message fom New York says President Roosevelt has appointed a special committee headed by the Secretary of the Treasury (Mr Henry Morgenthau) to prevent any conflict of foreign purchases of war supplies with the United States needs.
