GENEVA is the cynosure of the world’s eyes. Finland’s appeal to the League of Nations to protest against the Russian invasion of Finnish territory has diverted attention from the battlegrounds to the famous and beautiful city on the shores of Lake Geneva in the hope that there may be gathered from the deliberations of the League Assembly some information which will suggest the future course of the war in Europe. . The situation as revealed in messages from Geneva is distinctly interesting, though confusing. It is apparent that Britain will not push to a vote the question of the exclusion of Russia from the League. Indeed, there is evidence which points in the opposite direction. The committee set up by the League Assembly to consider the Finnish appeal has decided to telegraph Russia and Finland proposing that they cease hostilities immediately, and commence peace negotiations under the auspices of the League. A period of twenty-four hours is given for a reply. Just what Russia’s reply will be it is impossible to say, but it is interesting to hear that the Soviet spokesman at Geneva said there was a fifty-fifty chance that Moscow would accept mediation by the League. If Russia should accept the League proposal—Finland has replied that she is ready to agree—there would be created a situation of an unexpected nature. Would Russia abide by the decision of the League if she agreed to the mediation of Geneva? If she gave proof of her intention to do so would a precedent be set for the solution of the other problems which are threatening to dismember Europe ? These are questions which obtrude themselves in any survey of the position as it exists to-day. Is the world on the eve of witnessing the enthronement of reason or the intensification of force as the arbiter in international differences? Definite information on this point should soon be forthcoming.
