Shipping Transfer Plan Legal, Roosevelt Says

WASHINGTON, November 10. President Roosevelt, at a Press conference, insisted that the United States Lines’ plan to transfer American steamers to the Panama flag, announced last Tuesday, was legal. Whether it would be advisable, however, is being studied from the human as well as the property angle, considering the possible use of the displaced vessel for transport of American strategic commodities, also the pensioning of displaced seamen.
