Empire Air Plan Finance Problem
OTTAWA, November 7
The Empire air training plai?, is proving difficult to arrange financially. Britain lias proposed that Canada make the initial expenditure estimated at 700,000.000 dollars, the other countries to reimburse her in ratio to the number of pilots trained. The difficulty is that Canada cannot foretell the length of the war and is thus uncertain of the amount she should charge per pilot. Australia and Now Zealand are not participating in the discussions until Britain and Canada reach a solution. A Brids'n Official Wireless message says the Royal Canadian Air Force, with the help of the Ontario Government, has obtained a technical training centre which will give workshop accommodation and oxccliej.lt housing for a personnel of 3,000.
