BELGRADE WILL BE STRICTLY NEUTRAL
LONDON, September 16. After a week of conferring with belligerent, and other Powers Bulgaria has decided to declare her neutrality, states a message from Sofia. ' An official statement declares that she is remaining strictly neutral. A message from Rome says that Italy, Yugoslavia and Greece are reported to be negotiating for an agreement which will guarantee Balkan peace. A Ministry of Information communique states that the Rumanian Legation is calling up reservists resi- i. dent in Britain.
